With the announcement by the Ministry of Energy and Natural Resources (“MENR”) which is published in the Official Gazette dated 12 January 2021 No. 31362, application dates relating to 74 solar energy tenders for the renewable energy resource areas with a total capacity of 1,000 MWe (“YEKA Solar-3”) have been now postponed to 8-12 March 2021.

As per the new announcement, the starting ceiling price has now been increased to TRY 0.35/kWh from TRY 0.30/kWh for each tender. The purchase period is 15 years following the agreement’s signature date.

YEKA (Renewable Energy Resource Zone) tenders were introduced in 2016 for the development of large-scale energy projects to maximize the use of solar and wind power and aim to use renewable energy resources effectively and efficiently. Tender winners will be able to benefit from the purchase guarantee to be provided by MENR based on a fixed tariff during the purchase period.

YEKA Solar-3 tenders, which consist of 74 individual tenders (34 tenders with 10 MWe capacity, 28 tenders with 15 MWe capacity and 12 with 20 MWe capacity) within 36 provinces of Turkey, was originally announced in the Official Gazette dated 3 July 2020 No. 31174 and the application dates were scheduled between 19-23 October 2020. MENR first postponed the application dates to 18-21 January 2021 on 8 October 2020, and now the dates are postponed for the second time.

Only legal entities established as limited liability companies (limited şirket) or joint stock companies (anonim şirket) as per the Turkish Commercial Code may apply to the tenders. Financial sufficiency and work experience are not required for applications. However, certain other conditions and requested documents are indicated in the tender specifications and the specification of each tender may be obtained from MENR upon e-mailing to yeka@enerji.gov.tr with (i) a bank receipt of payment of specification fee amounting to TRY 2,000 and (ii) signed specification provision minutes stipulated in Annex-3 of the tender announcement.

Applications must be delivered by hand to MENR. Locations, dates and times of the tenders will be announced on MENR’s website.
