Biography

Zekican Samlı specialises in energy, infrastructure and projects, and mergers and acquisitions.

Zekican Samlı has extensive experience advising clients across the full spectrum of energy and natural resources matters, including renewable energy, nuclear energy, and mining. He regularly advises project sponsors, lenders, suppliers, and other industry participants on the structuring, drafting, and negotiation of complex commercial agreements, including EPC contracts, O&M agreements, energy supply and power purchase agreements, and project implementation agreements. His practice encompasses BOT projects and the full range of corporate documentation relating to energy, infrastructure, and construction developments. He has guided investors through power, oil, gas, mining, and infrastructure investments, providing strategic counsel on regulatory compliance, public-private partnerships (PPPs), and licensing requirements.

Zekican advises both privately held and publicly traded companies on domestic and cross-border M&A transactions, with particular focus on the energy, natural resources, and infrastructure sectors. His work spans transaction structuring, commercial and legal due diligence, negotiation, and securing regulatory approvals.

In addition to these, Zekican has substantial experience in the financing and refinancing of energy and infrastructure projects. He advises financial institutions and investors on the preparation and negotiation of financing agreements and ensures compliance with all necessary legal and regulatory requirements. He supports clients throughout the entire lifecycle of PPP projects and state-backed infrastructure investments—from tender procedures and contract preparation through to regulatory compliance and the satisfaction of environmental, health, and safety obligations.
